New plunder raps filed vs Arroyo

MANILA – Former President and now Pampanga (2nd District) Rep. Gloria Macapagal-Arroyo is now facing a number of plunder charges before the Department of Justice (DOJ).

This, as former Solicitor General Frank Chavez on Tuesday filed another plunder case against the former President in connection with the alleged controversial P1.7-billion fertilizer scam.

There was no immediate comment from the former president.

According to the former Solicitor General, he may possibly file anew a third plunder case against former President Arroyo.

It can be recalled that Chavez earlier had filed the first plunder case against Arroyo and three other former members of her Cabinet for the alleged anomalous disbursement of P550 million in Overseas Workers Welfare Administration (OWWA) funds.

However, Chavez expressed his belief that even though they have a strong complaint in the first plunder case, the new plunder case he filed today is even stronger that is centered on the P1.7-billion fund which was allegedly illegally disbursed in fertilizer fund scam.

Aside from Arroyo, also charged in the new P1.7-billion plunder case are former Department of Agriculture (DA) Underseretary Jocelyn “Joc-Joc” Bolante, former DA Secretary Luis “Chito” Lorenzo, DA Assistant Secretary Ibarra Poliquit and six others.

In a 31-page complaint, Chavez enumerated the alleged scheme of graft and corruption in the utilization of the P1.7-billion fund, which, he said, should have otherwise benefitted legitimate farmers.

The complaint was received by Prosecuting Lawyer Monica Liwag consisting of thousands of documents submitted by Chavez as part of the plunder case against Arroyo.
